Emerging Leaders in the Americas Program (ELAP)

The Government of Canada offers scholarships to Canadian publicly funded universities or colleges as part of the Canadian Commonwealth Scholarship Program and Government of Canada Awards.

The goal of the Emerging Leaders in the Americas Program (ELAP) is to support the development of human capital and a next generation of Leaders in the Americas while strengthening the linkages between Canadian post-secondary institutions and the ones in Latin America and the Caribbean. We are pleased to announce that The University of Winnipeg continues to participate in the ELAP program.

Accepted students will be able to spend one term on our campus beginning either in September or January.


If you are an international undergraduate student considering applying to the ELAP, you must first contact the Mobility Office at your home university to see if you qualify, and to be nominated for an exchange. The University of Winnipeg can only accept ELAP applications from students who qualify, and have been first officially nominated for exchange by their home university with which we have a formal agreement. Application Process:

PART A - To be completed by MARCH 1

For undergraduate students:

Have your home university’s Mobility Office submit your exchange nomination on your behalf. Applications from students who have not been officially nominated by their home university’s Mobility Office will not be accepted.

If you have been nominated by your home university, complete all steps in the application procedure for the inbound exchange application here by the March 1 deadline. Please ensure to read all instructions carefully. Instructions can be found on our Application Procedure page

For graduate students:

For graduate students interested in applying for ELAP, you will first need to contact the UWinnipeg Faculty of Graduate Studies to inquire about the admission process. Please contact: graduateadmissions@uwinnipeg.ca The application for admission for graduate students is also due March 1. ELAP applicants must be current students of a university with which The University of Winnipeg has a formal exchange agreement.

PART B - To be completed by MARCH 13

After you have been officially nominated by your home university’s Mobility Office, applied and been accepted by UWinnipeg to participate in an exchange program, please submit all documents listed below, by the deadline of March 13 to na.brennan@uwinnipeg.ca

Each document must be smaller than 5 MB and in .pdf, .jpg, .doc, .docx, .txt or .gif format for the application to upload successfully. Documents in a language other than English or French must be accompanied by a translation.

  • Proof of citizenship:
    • a copy of your passport or national identity card with a photo and valid dates
    • documents not accepted as proof of citizenship are: driver’s license, permanent residence card, work permit, student card, health card, birth certificate or baptismal certificate
    • proof of citizenship selected must be from the same country/territory as the citizenship selected in the online application form
  • Letter of intent written by you (maximum one page):
    • explains the nature of studies or research to be undertaken
    • provides rationale for study in Canada and for the choice of institution, program and supervisor and how the proposed program of study or research will relate to your future career.
  • Letter of proof of full-time enrolment from the home institution (maximum one page):
    • on official letterhead
    • dated within the last six months
    • confirms that you are currently enrolled in a full-time program
    • copies of transcripts, a student card or a letter of admission are not acceptable
  • Letter of support from the home institution (maximum one page):
    • on official letterhead
    • dates within the last six months
    • from your instructor, professor or international director
    • explains the nature of study or research to be undertaken in Canada and how the candidate (you) and the home institution will benefit from this scholarship program

Graduate students only - Letter of invitation from the Canadian supervisor (maximum one page):

  • on official letterhead
  • dated within the last six months
  • signed by the Canadian supervisor
  • describes the nature and scope of the research collaboration with the student’s home institution
  • confirms their willingness to support and mentor the candidate during the exchange period
  • explains how the Canadian institution, supervisor and peers will benefit from the exchange.
