Strengthening Community Capacity To Fight HIV/AIDS

Initiated by a municipal partnership between the cities of Winnipeg, Manitoba and Kampala, Uganda with funding from the Federation of Canadian Municipalities and the Canadian International Development Agency, this project has the broad objective of enhancing local government and community capacity to fight HIV/AIDS in Kampala. 

The Winnipeg/Kampala partnership works with local government in Kampala to improve governance and government/community interaction, and with local communities to enhance the community residents’ ability to participate in and conduct community planning and needs assessments. The partnership, which is in its third year, includes representatives from the cities of Winnipeg and Kampala, the Winnipeg Regional Health Authority, The University of Winnipeg and Makerere University in Kampala, the United Nations, and the District HIV/AIDS Committee in Kampala.

Work on local governance issues is basically complete and the current focus is on planning and needs assessment at the community level.
