| CHARACTER OF THIS CLASSIFICATION LEVEL
In positions at this level, incumbents combine administrative and organizational
responsibilities with specialized knowledge in a field of expertise and,
at times, are responsible for a unit and representing it and the University.
Under administrative guidance, incumbents strive to achieve the goals
and objectives of their units, with considerable independence.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES WHICH ARE INTENDED
TO ILLUSTRATE THE CHARACTERISTICS OF THIS CLASSIFICATION LEVEL AND SHOULD
NOT BE INTERPRETED AS A DESCRIPTION OF ANY ONE INDIVIDUAL POSITION WITHIN
THIS CLASSIFICATION LEVEL
- Develops, designs and carries out large-scale independent projects
for an area to meet the needs and requirements of their unit, the University
and the community
- Establishes, develops and monitors budgets, projections, authorizing
expenditures and initiating changes as necessary
- Develops proposals and secures agreement to proceed as developed
or makes recommendations for change
- Directs and develops other employees including recommending hiring,
training, discipline, conducting performance reviews, assigning tasks,
etc.
- Designs and administers tools (eg: questionnaires) used to create
data which is analyzed and described in interim and final report formats
to meet University, area, system and individual needs
- Teaches one or more courses in an academic program including developing
and providing curriculum, assignments, grades and being accessible to
students
- Keeps up to date in the field of specialization and related University
and Government policies, practices and regulations
- Engages in publicity and community outreach through participation
and speaking at workshops, seminars, conferences, boards, committees,
and in developing materials and responses for the public and the media
- Maintains external contacts in order to identify potential areas
for program development
- Plans and formulates policies and/or policy recommendations regarding
future strategies, systems, projects, goals, marketing, programs, budgeting
and/or staffing requirements
- In the absence of the Senior Administrator(s) of the unit, and when
required, may be responsible for the activities of the entire unit
- Performs other related duties as assigned which may include a variety
of administrative duties in support of the unit and its activities and
projects

| QUALIFICATIONS REQUIRED:
The minimum qualifications necessary for acceptable (satisfactory)
performance are:
Level of Formal Education and Experience
- Undergraduate degree in a related discipline plus the equivalent
of five years of directly related administrative experience including
two years of supervisory experience
- or
- An acceptable equivalent combination of education and experience
Skills and Abilities
- Highly developed oral, written, presentation and communication skills
- Demonstrated ability to develop, plan, organize, implement and evaluate
projects, programs, systems, etc.
- Ability to establish and maintain effective working relationships
with various levels of internal and external contacts, in relation to
projects, programs and the unit
- Demonstrated ability to supervise
- Ability to make independent decisions within policies and goals of
the unit
