| CHARACTER OF THIS CLASSIFICATION LEVEL
In positions at this level, incumbents provide specialized administrative
responsibilities or administer a complex program, unit or area within
a unit and regularly act as representatives of their unit and/or the University.
Under general direction, incumbents are required to exercise considerable
initiative and independent judgement in interpreting and administering
policies and regulations within broad guidelines. The supervision
of other employees at the same or lower levels is a normal requirement
at this level.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES WHICH ARE INTENDED
TO ILLUSTRATE THE CHARACTERISTICS OF THIS CLASSIFICATION LEVEL AND SHOULD
NOT BE INTERPRETED AS A DESCRIPTION OF ANY ONE INDIVIDUAL POSITION WITHIN
THIS CLASSIFICATION LEVEL
- Provides counselling and advice to current and prospective students
including contract and special needs students, on academic programs
and degree and graduation requirements, and authorizing and monitoring
students' progress in academic programs taken here and at other institutions
- Coordinates a specialized program(s), project, process, system(s),
operation(s) or event(s) which could include: developing, improving,
selecting providers, instructors, sponsors, workers and/or speakers;
purchasing supplies, materials and equipment; developing training, educational
or promotional materialsand marketing activities; fund raising and donor
relations; coordinating support services and implementing and evaluating
its success
- Evaluates academic credentials to assess eligibility for admission
and/or transfer credit, authorizes letters of permission for coursework
to be taken at another institution, monitors fulfillment of conditions
for special admission and maintains records of transfer for courses
offered at other institutions
- Assesses and evaluates: academic programs of probationary students,
course overloads, course withdrawals and authorizes related documentation
- Provides personalized attention, arranges support services for students
with special needs and contract students from other countries, or refers
students to other University programs and services based on assessment
of need
- Provides research, development, implementation and interpretation
on policies, procedures and regulations, resolving exceptions to the
rule
- Acts in an advisory capacity on appeals and participates in the decision-making
process with regard to the disposition of appeals
- Plans, delivers, assesses and evaluates programs, projects, information
systems and processes; researches, analyzes, compiles, writes and presents
materials, statistics and reports and makes recommendations to University
administrators and committees for courses of action or changes and improvements
- Develops and presents informational seminars both on and off campus
- Develops and monitors records and budgets and makes financial projections
of income and expenditures
- Obtains, arranges and administers University and/or externally sponsored
programs, projects and processes, including related funding
- Represents students' interests within the University and acts as
an advocate
- Collects, updates and analyzes data, statistics and records and participates
in developing new computer applications for the function, department
or area
- Coordinates activities and projects with other University departments
and/or external institutions, agencies, etc., developing and maintaining
effective working relationships and may establish, coordinate and/or
represent a department on committees or represent the University with
external organizations, government, etc.
- Initiates buying processes on behalf of The University of Winnipeg
involving: contacting suppliers, doing cost/quality comparisons, maintaining
product and price lists, monitoring inventory and adjusting computerized
records accordingly, placing and tracing orders, etc.
- Provides orientation, training, recommends hiring, assigns and reviews
work and conducts performance reviews of other employees at the same
or lower levels
- Formulates policy recommendations to deal with both current and potential
issues
- Receives and responds to internal and external requests for information
- Administers the operation of an area including: supervision, policies/guidelines,
short/long term planning
- Keeps up to date on University policies, procedures and regulations;
technology and issues in higher education
- Performs other related duties as required or assigned
